A former Meta executive turned whistleblower is set to testify before Congress with claims that the tech giant secretly aided China’s artificial intelligence ambitions while misleading lawmakers and the public. Sarah Wynn-Williams, who previously served as a senior policy executive at Meta, will appear Wednesday before the Senate Judiciary Subcommittee on Crime and Counterterrorism.
In her prepared remarks obtained by NBC News, Wynn-Williams makes serious accusations against her former employer. She claims Meta secretly aided the Chinese Communist Party (CCP) while providing false information to Congress, employees, and American citizens.
Wynn-Williams states there is a “straight line” connecting Meta’s internal presentations to Chinese officials as early as 2015 to “recent revelations that China is developing AI models for military use, relying on Meta’s LLaMA model.” Meta has not responded to requests for comment on these claims.
The hearing comes at a time when Washington is worried about China’s growing AI capabilities. Chinese startup DeepSeek shocked global markets in January by releasing an AI model that competed with US companies like OpenAI, causing a $600 billion tech selloff.
Internal Documents and Censorship Tools
According to internal documents cited by Wynn-Williams, Meta pitched their entry into China as a way to “help China increase global influence and promote the China Dream.” The whistleblower confidently states, “Meta does not dispute these facts. They can’t. I have the documents.”
The controversy gained new attention earlier this year when Meta blocked the publication of Wynn-Williams’ memoir, “Careless People: A Cautionary Tale of Power, Greed, and Lost Idealism.” Despite being ranked third on Amazon’s Most Read Nonfiction list, Meta secured a gag order against its release through arbitration proceedings.
In her upcoming testimony, Wynn-Williams alleges that Meta developed custom censorship tools for the CCP. Even more concerning, she claims the company considered sharing user data with Chinese authorities, including data from American users.
“I watched as executives decided to provide the Chinese Communist Party with access to Meta user data—including that of Americans,” she says in her draft testimony.
Broader Trade Tensions
Senator Josh Hawley, who chairs the subcommittee, has expressed the need to investigate these claims. He suggests the testimony could reveal whether Meta executives provided false information to Congress about the company’s dealings with China.
Meta spokesperson Andy Stone has dismissed the upcoming testimony as “divorced from reality and riddled with false claims.” In an emailed statement, Stone said that while the company explored offering services in China over a decade ago, it does not operate there today. Wynn-Williams counters this by calling it “another lie.”
These allegations emerge during a time of high tension between the United States and China over technology and trade. On April 2, former President Donald Trump announced new tariffs, including a 25% tariff on all foreign-made automobiles and a 10% baseline tariff on all imports.
Days after this announcement, the administration increased tensions by imposing a 104% tariff on Chinese exports. This followed China’s decision to place a 34% tariff on American products. China has promised to “fight till the end,” describing the US action as blackmail.
The U.S. tariff escalation threat against China compounds its mistake and further exposes its nature of blackmail, which China will never accept.
