Dragon Ball Sparking Zero utilizes a lot of the same practices as the anime so as you would expect, transforming and fusing have made it into the game too.

How to transform and fuse in Dragon Ball Sparking Zero
Before getting into the process of transforming and fusing in Dragon Ball Sparking Zero, you’ll first need to pick a character that can actually do it.
Luckily, most characters have at least one type of transformation so you shouldn’t find it too tricky to find one.
Now, once you’re in a battle and are looking to transform or fuse, you’ll need to play some of the match as these require Skill Counter stocks. The number of stocks differs depending on which form you want to pick so keep that in mind before thinking about going full Super Saiyan 4.
Once you have everything prepped, press up on the d-pad (or Z on your keyboard) and you’ll open the transformation/fusing menu.
To transform, simply press the button that is assigned to the character you want and you’ll turn into it. To fuse, you’ll have to tab over to the secondary menu after pressing up/Z and select your character from there.
A shot cutscene will play with some interesting dialogue then you can get to beating your opponent down once more.
