Aquino plans to file a bill in the coming weeks, but he admits political support isn’t guaranteed.
The Department of Budget and Management (DBM) already operates Asia’s first live on-chain budget platform. BayaniChain and the Prismo orchestration layer played a crucial role in its development. The system runs on the Polygon Proof-of-Stake network.

Currently, the system publishes essential financial documents directly on the blockchain. These include Special Allotment Release Orders (SAROs) and Notices of Cash Allocation (NCAs). They are already subject to the scrutiny of citizens, but Aquino’s proposal would extend this to the entire national budget.
