A Russian web developer is facing US federal charges after extradition from the Republic of Georgia for his alleged role in a credential-harvesting scheme that targeted bank accounts.
The U.S. Department of Justice says Sergei Anatolyevich Filimonov, 36, was arraigned in the Northern District of Georgia on charges, including Filimonov is charged with conspiracy to commit bank and wire fraud; access device fraud conspiracy; multiple counts of bank and wire fraud; possession of unauthorized access devices; possession of device?making equipment; effecting transactions with unauthorized access devices; and aggravated identity theft.
Prosecutors allege he built and maintained databases holding more than 5,000 stolen login credentials for the operation.
The Justice Department described how the scheme worked.
“According to court documents, Filimonov and his co-conspirators executed a sophisticated scheme involving spoofed domains that mimicked the websites of federally insured financial institutions. The conspirators purchased sponsored search-engine links to divert unsuspecting banking customers to fraudulent login pages, where victims entered their credentials. The conspirators used the stolen credentials to access bank accounts, review account balances, and initiate unauthorized wire transfers to steal bank account funds.”
The Department of Justice had previously seized the domain web3adspanels.org that stored thousands of compromised credentials.
If convicted, Filimonov faces between two and 175 years in prison.
The case is part of broader FBI data showing more than 5,100 account takeover complaints since January 2025, with losses exceeding $262 million.
